In Spite of Curfew, 72 dead in Iraq

Does this sound like "relative peace to you? With a heading like "Curfew helps quell violence in Iraq", the A.P. thinks so:

A round-the-clock curfew imposed ahead of the verdict against Saddam Hussein kept a relative peace in Iraq's most dangerous regions yesterday, but the US military announced two more American deaths and police said 72 people were killed or found dead nationwide by daybreak.
Yet the Iraqi government is lifting the curfew on Tuesday. I have no idea what they're thinking.
