Bush: "Some Don't Believe It's (Iraq) a War"

Bush:

In Tampa, Bush said the United States would not waver in fighting al-Qaida and other terrorists.

"People, you know, kind of want to slip to the comfortable," the president said. "They don't believe it's a war, some of them."
Santorum said the same thing.

What in the world are they talking about?

If they mean there are some of us who think Iraq is not a just war, they've got something because more and more people are thinking that. But people who don't think we're at war??

Who and where exactly are these phantom people?
